TRAKNOCK

Community Rules

Version 2.0 — Last updated: 18 September 2026 · Previous version: 7 September 2026

Effective date and identity details. This document sets out the binding rules governing the use of the Traknock mobile application and of the pages published under the traknock.com domain, and forms an integral annex to the Terms of Use. As of today the service is operated by a natural person established in Türkiye — Fahri Selçuk, trading under the name Traknock. The full postal address for service of notice will be published on this page; the telephone number is +90 533 598 34 09. The trade name and the MERSİS number will be added once incorporation is completed. The app will not be released on any app store, and in-app purchases will not be enabled, before those details are published. Until then, every notice, request and formal communication is received at info@traknock.com and privacy@traknock.com; where the law requires an application to be made in writing, the operator's identity and address are disclosed without delay upon the request of the data subject or of a competent authority.

Traknock exists so that drivers can help each other. A place where someone stranded on the roadside gets an answer, and where road conditions are shared. These rules protect that ground; reading them takes a few minutes, and breaking them can cost you your account. The thresholds, periods and figures below are taken from the running code of the application; they are not illustrative.

Article 1 — Purpose, scope and legal nature

1.1. These Community Rules govern the prohibitions applicable to the content users create and the conduct they display within the application, how those prohibitions are detected, the sanctions to be applied and the routes of appeal.

1.2. This document is an annex to and an integral part of the Terms of Use and has contractual force between the parties. A user who continues to use the application is bound by these rules. In the event of any conflict between these rules and the Terms of Use, the provision more favourable to the user applies.

1.3. These rules do not replace the information notice concerning the processing of personal data. All processing activities are explained in the Privacy Policy.

Article 2 — Traknock's legal capacities

2.1. For the purposes of Turkish Law No. 5651 on the Regulation of Publications on the Internet and Combating Crimes Committed by Means of Such Publications ("Law No. 5651"), Traknock holds three capacities at the same time:

CapacityLegal basisScope
Content provider Law No. 5651, Art. 2 and Art. 4 Content produced by the application itself: interface text, announcements, these pages
Hosting provider Law No. 5651, Art. 2 and Art. 5 Content produced by users: messages, road reports, profile and vehicle photographs
Social network provider Law No. 5651, Art. 2 and Additional Art. 4 Enabling users to create and share text, image and location content

2.2. Under Art. 5 of Law No. 5651 a hosting provider is not obliged to monitor in advance the content it hosts or to investigate whether it points to unlawful activity; it is, however, obliged to remove content from publication, to the extent technically possible, once it has been duly notified of unlawful content. The automated moderation described in Article 11 below goes beyond that statutory minimum, is applied voluntarily, and does not displace the hosting provider capacity.

2.3. Position in the European Union. Where the service is offered to recipients in the Union, Regulation (EU) 2022/2065 (the Digital Services Act, "DSA") applies alongside Turkish law. Under Art. 6 DSA a hosting provider is not liable for stored information where it has no actual knowledge of illegal content and acts expeditiously upon obtaining such knowledge; Art. 8 DSA confirms that no general obligation to monitor may be imposed. The notice route in Article 13 below is designed to satisfy the notice and action mechanism required by Art. 16 DSA, and the reasons given for a sanction under Article 11.7 correspond to the statement of reasons required by Art. 17 DSA. Art. 19(1) DSA excludes providers qualifying as micro or small enterprises from the additional obligations laid down for providers of online platforms (Arts. 20 to 28, save Art. 24(3)); Traknock nevertheless operates the internal complaint route set out in Article 18 on a voluntary basis. The application is not yet distributed through any app store in the Union; before it is, the designation of a legal representative in a Member State under Art. 13 DSA and the designation of a representative under Art. 27 GDPR will be completed, and this page will be updated accordingly.

2.4. Position in the United States. Traknock is an interactive computer service within the meaning of 47 U.S.C. § 230(f)(2). Content created by users is the content of those users. Under 47 U.S.C. § 230(c) the fact that we remove, mask or restrict content, or close an account, does not make us the publisher or speaker of the content concerned and does not create liability for the exercise of that discretion.

Article 3 — Definitions

Article 4 — The basic rule

The person on the other side is a real human being in traffic. Do not write anything here that you would not say face to face. The articles below are that principle set out in detail; the cases listed are illustrative, not exhaustive.

Article 5 — Prohibition of attacks on persons

The following conduct is strictly prohibited:

The conduct listed may at the same time constitute a criminal offence. Criminal prosecution is independent of the enforcement of these rules; a sanction applied by Traknock to an account neither extinguishes nor mitigates criminal liability. The statutory references above are to Turkish law, which governs the operation of the service; conduct of the same kind may separately constitute an offence under the law of the country in which the user is located.

Article 6 — Sexual content, obscenity and the protection of minors

6.1. Sexual content and obscenity of any kind are prohibited, including in text, photographs, usernames, display names and profile text (TCK Art. 226).

6.2. Content, approaches and attempts at contact of any kind directed at children are grounds for a permanent ban on the first instance and are reported to the competent authorities by the procedure described in Article 13 below (TCK Art. 103). Cases falling within the first paragraph of TCK Art. 103 are among the catalogue offences listed in Art. 8 of Law No. 5651.

6.3. Under Additional Art. 4/7 of Law No. 5651, social network providers are prohibited from providing services to children who have not completed fifteen years of age, and are required to take the necessary measures, including age verification. That provision was introduced by Law No. 7578 and enters into force on 1 November 2026. Traknock already applies that limit: services are not provided to persons under fifteen, and accounts found not to meet the age requirement are closed. The age requirement in force is stated in the Terms of Use.

6.4. Stated openly. There is no age verification and no parental control tool in the application today. At this stage the age requirement rests on the user's own declaration and on review following a report. The age verification flow and the parental control tools required by Additional Art. 4/7 and Additional Art. 4/20 of Law No. 5651 will be added before the application is released on any app store.

6.5. Users outside Türkiye. In the European Union, Art. 8 GDPR sets the age at which a child may validly consent to information society services at sixteen, Member States being free to lower it to no less than thirteen; below that age the consent of the holder of parental responsibility is required. In the United States, the Children's Online Privacy Protection Act (15 U.S.C. §§ 6501–6506) governs the collection of personal information from children under thirteen. Whichever requirement is the more protective in the user's country applies, alongside the age requirement in the Terms of Use.

Article 7 — Accuracy of identity, vehicle and licence plate details

Article 8 — Prohibition on sharing another person's personal data

8.1. You may not share, in any area of the application and without that person's consent, another person's licence plate, a photograph showing their face, a photograph of their vehicle, their name, address, telephone number, location, or any other information rendering them identified or identifiable. This prohibition covers chat messages, street and general chat, the text of road reports and profile fields.

8.2. A vehicle licence plate is an identifier through which the owner of the vehicle can be reached in Türkiye and is personal data within the meaning of Turkish Law No. 6698 on the Protection of Personal Data ("KVKK"), and within the meaning of Art. 4(1) GDPR for users in the European Union. Unlawfully disseminating another person's personal data may constitute an offence under TCK Art. 136; TCK Art. 134 may additionally apply as regards infringement of the privacy of private life.

8.3. Do not write into free-text fields (profile text, messages, road report descriptions) special categories of personal data relating to yourself or to anyone else — such as health, religion or sect, political opinion, trade union membership or criminal convictions, being the data listed in Art. 6 KVKK and in Art. 9(1) GDPR. The application neither requests nor filters out such data and does not intend to process them.

Article 9 — Misleading reports, fake help calls and misuse

Article 10 — Use while driving and the driving lock

Under Art. 73/(c) of Turkish Highway Traffic Law No. 2918, it is prohibited to use a mobile telephone, a car telephone or any similar communication device while holding it in the hand when driving. Compliance with that prohibition is the driver's own legal responsibility. No facility offered by the application makes use contrary to that prohibition lawful. Users outside Türkiye are subject to the equivalent rules of the country in which they are driving.

10.1. As a safety measure, the application automatically locks messaging, window knocks and purchases when the speed of the vehicle exceeds 15 kilometres per hour. The lock is released when the speed falls below 10 kilometres per hour.

10.2. The lock may be released where the user declares that they are a passenger. That declaration is a legitimate route offered by the application and is not in itself a breach of these rules.

10.3. By contrast, declaring that you are a passenger while you are driving is a breach of these rules and is subject to sanction. Attempting to disable the lock by technical means is likewise a breach.

10.4. The driving lock is an auxiliary measure; it does not remove, limit or assume the driver's responsibility under traffic legislation and under the general law. Even where the lock fails to operate, operates late, or the speed data are read incorrectly from the device, the duty to watch the road remains the driver's.

Article 11 — Automated moderation

11.1. What is scanned. The following content is scanned automatically, server-side and without human involvement, at the moment it is posted:

In addition, a pre-filter runs on the device before a message is sent; that is not a processing operation but the prevention of transmission.

11.2. What is done. In respect of content found to breach the rules, the system:

11.3. Thresholds. The thresholds for automatic account closure are set separately for each type of violation and are announced in advance:

Type of violationAutomatic ban threshold
Sexual content3 violations
Insults / profanity8 violations

The difference between the thresholds is deliberate. A driver who loses their temper in traffic and lets a word slip is not the same as a user sending sexual content, which is why the profanity threshold is set high. But conduct repeated eight times is no longer accidental.

Those counters accumulate over the whole life of the account; they are not reset by the passage of time. The threshold therefore operates on the total number of violations, however long ago they occurred. If you consider that a counter has been increased without justification, the route of appeal in Article 18 is open.

11.4. Moderation record. The first 500 characters of the original text of the content found to breach the rules are written to a separate moderation record, together with the account identifier, the type of violation, the source of the content and the time. That record is not made available by the application to any user; it can be read only with administrative access. Its purpose is to make the basis of a sanction demonstrable and an appeal reviewable.

11.5. Limits stated openly. Photograph messages do not pass through text moderation. Profile and chat photographs are subject to a visual pre-check on the device before they are sent; that check is not an obscenity classifier and eliminates only the most obvious cases. For that reason no undertaking is given that "all inappropriate content is filtered". Reporting content you see breaching the rules is necessary for the system to work.

11.6. Processing of personal data. Processing carried out within automated moderation rests on the legal grounds in Art. 5/2-(ç) KVKK (necessary for compliance with a legal obligation of the controller) and Art. 5/2-(f) KVKK (legitimate interest in ensuring the safety of users); for users in the European Union the corresponding grounds are Art. 6(1)(c) and Art. 6(1)(f) GDPR. For further detail see the Privacy Policy.

11.7. Reasons for a decision. Where a sanction is applied to you, you may request, through the route in Article 18, a statement of the content concerned, the category of violation relied on, the fact that automated means were used in reaching the decision, and the routes of appeal open to you. For recipients in the European Union this corresponds to the statement of reasons required by Art. 17 DSA.

11.8. Tokens spent. A message sent by spending tokens is treated as sent even where automated moderation masks it, and under the present design the tokens spent are not refunded automatically. If you consider that outcome unjustified in your case, you may request a refund through the route in Article 18; your rights under Turkish Law No. 6502 on Consumer Protection, the provisions of the Purchase Terms and any mandatory consumer rights under the law of your country of residence are reserved.

Article 12 — Users' right to report

12.1. You may report a user from their profile screen. The reasons offered in the application are:

12.2. Reports are recorded and reviewed. A report record contains the identity of the reporting and the reported accounts, the reason for the report, time data and, where content has been removed automatically, the text of that content. Those records are not made available by the application to any user.

12.3. Where reports are made against road reports, the identity of the reporting users is held in the road report record for as long as that report remains published. Once the report is removed under one of the thresholds in Article 15, the record retained by the system contains the removed content, the number of reports, the number of confirmations and the account that made the final report; the full list of those who reported is not retained after removal. We therefore give no undertaking that coordinated reporting will be detected automatically: no mechanism performs such detection, and any examination is carried out manually on the records that remain. A user found to have made an unfounded report may likewise be sanctioned under these rules.

Article 13 — Notices by third parties and removal of content from publication

13.1. Who may apply. This route is open not only to users but also to third parties who do not use the application at all. Anyone whose photograph, licence plate, name, location or other information affecting their personality rights has been shared in the application without their consent may use it.

13.2. Where to apply. Notices are sent to info@traknock.com. An application should state the applicant's name and contact details, where the content is located in the application (screenshot, username, date and time) and the grounds of the request.

13.3. Undertaken time limits. These are not statutory periods; they are undertakings given by us:

SituationUndertaking
Cases where the breach is apparent at first sightThe content is removed from publication without delay and in any event within 24 hours
Cases requiring assessmentThe application is concluded within 7 days at the latest and the outcome is notified to the applicant
Content suspected of constituting a criminal offenceThe procedure in 13.5 applies

13.4. Statutory routes are reserved. This channel does not replace and does not limit the routes of application provided by law:

13.5. Procedure followed for content constituting a criminal offence. Where serious suspicion arises that content constitutes a criminal offence, the content is removed from publication, the account concerned is closed and the records are retained in a manner preserving their evidential value. In cases of child sexual abuse, terrorism, narcotics and comparable serious offences, the matter is reported without delay to the competent judicial and administrative authorities. That report gives effect to the duty incumbent under TCK Art. 278 on anyone aware of an offence being committed, and to the possibility of reporting under CMK Art. 158; for recipients in the European Union it also corresponds to the duty to notify suspicions of criminal offences under Art. 18 DSA. In such cases the transfer of personal data to the competent authorities rests on the legal grounds in Art. 5/2-(a) and Art. 5/2-(ç) KVKK and no separate consent of the user is sought.

13.6. Requests from judicial authorities. Requests for information and documents transmitted in due form by a court, a public prosecutor's office, the BTK or any other competent authority are met within the period and to the extent prescribed by legislation. No data going beyond the scope of the request are shared.

Article 14 — Blocking

You may block a user whom you do not wish to report but do not wish to see either. A user you have blocked is not shown to you on the map or in chat and cannot message you. Blocking does not depend on the other party's agreement and no notification is sent to them. However, the list of accounts you have blocked is held in your own account record and can technically be read by other users signed in to the application; we give no undertaking that a block will remain confidential. Blocking does not replace the right to report under these rules; in serious cases a report is expected in addition.

Article 15 — Community verification of road reports

15.1. Road reports are created by users and verified by users. You may vote a report "correct" or "incorrect".

15.2. Removal by vote. Where a report receives four "incorrect" votes, the report itself is removed from publication and deleted, and the right of the user who submitted it to send free reports is suspended throughout the following day. That is an automatic and time-limited measure; it does not result in closure of the account, and the route of appeal in Article 18 is open against it as well.

15.3. Removal by report. Separately from voting, a road report may be reported as "inappropriate content": voting measures the accuracy of the information, whereas a report targets the content itself (insults, spam, irrelevant material). The number of reports required to remove a road report is half the number of "correct" votes it has received, and can never be fewer than five. Once the threshold is reached the report is deleted and the removed content is written to the moderation record so that it can be reviewed. The plain consequence, which we do not conceal, is that a new road report with no "correct" votes can be removed by five reports. The threshold is set at the lowest level that still protects against a single malicious user; the route of appeal in Article 18 is open against an unjustified removal.

15.4. Road reports are deleted automatically according to their type; the periods range from 30 minutes to 24 hours and are set out type by type in the Privacy Policy.

Article 16 — Help calls

Traknock is not an emergency service. It is not guaranteed that anyone will come to help, no time of arrival is undertaken, and the competence of the person who comes is not vetted by Traknock. In a genuine emergency call the emergency number for your country — 112 in Türkiye and across the European Union, 911 in the United States — and your roadside assistance service.

16.1. A help call sends a notification to nearby users. It must be used only where help is genuinely needed.

16.2. Once two users have said "I am coming" to a call, the call is closed to further responders. The purpose of that measure is to prevent a single call from diverting more people from the road than necessary; the user who made the call may release the lock.

16.3. Opening a help call and exchanging messages with the person who comes to help are free of charge; no tokens are spent on that conversation. The exemption continues after the help has been completed.

16.4. The decision to go and help is the user's own. Traknock is not a party to the relationship between the person helping and the person helped and cannot be held liable for loss arising out of that relationship, without prejudice to the liability provisions in the Terms of Use and to the general law.

Article 17 — Sanctions

17.1. Sanctions are applied in proportion to the gravity of the breach:

SituationConsequence
Content breaching the rulesThe content is deleted or masked and the violation is recorded against the account
Repeated violationsThe account is closed automatically once the threshold in Article 11.3 is exceeded
False road reportsWhere the vote threshold in Article 15.2 is reached, the report is deleted and the right to send free reports is suspended throughout the following day
Inappropriate road reportsWhere the reporting threshold in Article 15.3 is reached, the report is deleted and the content is written to the moderation record
Fake help callsTreated as a serious violation; the account is closed on repetition
False passenger declaration at the driving lockThe violation is recorded against the account; the account is closed on repetition
Serious violations (exploitation of minors, content constituting a criminal offence)Immediate permanent ban; notification to the competent authorities under Article 13.5

17.2. Foreseeability. No separate warning is sent before the automatic closure threshold is reached. The thresholds, their types and their consequences are announced in advance on this page; that announcement is what provides foreseeability. The reason for a closure is written to the account record on the server; there is today no screen inside the application that shows that reason, and no separate notification is sent at the moment of closure. You can obtain the reason by writing to the address in Article 18; the route of appeal is open at all times. A screen showing the reason inside the app will be added before the app is published in the stores (Article 22.4/a of the Terms of Use).

17.3. Balance. Where an account is closed on account of a breach of these rules, any remaining token, credit and subscription balance is not refunded; that consequence follows from the breach of contract. Where an account is deleted at the user's own request, the refund and subscription conditions are governed by the Purchase Terms. In every case, rights arising under Turkish Law No. 6502 on Consumer Protection are reserved, as are, where applicable, mandatory consumer rights under the law of the user's country of residence.

17.4. The sanctions in this article do not extinguish civil or criminal liability arising out of a breach; our right to claim damages and the rights of action of third parties are reserved.

17.5. Which sanctions operate automatically. Of the consequences in the table above, only the following are applied without human involvement: deletion or masking of content breaching the rules, recording of the violation against the account, closure of the account once the threshold in Article 11.3 is exceeded, and the removals and suspension tied to the thresholds in Articles 15.2 and 15.3. Sanctions for fake help calls, false passenger declarations and comparable cases are not automatic; they are applied following manual review on a notice or a report. We state this distinction because it must be known which decision is taken by a machine and which by a person.

Article 18 — Appeal and human review

18.1. If your account has been closed automatically, or an automated measure has been applied to you, and you consider this to be unjustified, you may ask for the decision to be reconsidered by a human being. In the course of that review you have the right to express your point of view and to contest the decision.

18.2. How to apply. Write to privacy@traknock.com, stating your in-app username and what happened.

18.3. Time limit. Your request is concluded as soon as possible and in any event within thirty days (KVKK Art. 13). We apply that period to every user regardless of residence; Art. 12(3) GDPR allows one month for the same purpose.

18.4. Legal basis. The right to obtain human intervention, to express one's point of view and to contest the decision is laid down in Art. 22(3) GDPR. Art. 11/1-(g) KVKK confers the right to object to an adverse outcome arising from the analysis of personal data exclusively by automated means; the human review itself is undertaken by Traknock separately and voluntarily. The two provisions are not of the same scope, and the broader of the two is applied here.

18.5. Other routes. Applications concerning your other rights under Art. 11 KVKK are subject to the procedures laid down in the Communiqué on the Procedures and Principles of Application to the Data Controller; the routes of application and the particulars required are set out in the Privacy Policy. A data subject not satisfied with the outcome of an appeal may lodge a complaint with the Turkish Personal Data Protection Board. A data subject in the European Union retains the right to lodge a complaint with the supervisory authority of their Member State (Art. 77 GDPR) and the right to an effective judicial remedy (Art. 79 GDPR).

18.6. Recipients in the European Union. The route in this article is operated as an internal complaint-handling system within the meaning of Art. 20 DSA, on a voluntary basis and notwithstanding the exclusion in Art. 19(1) DSA. Complaints are handled in a timely, non-discriminatory, diligent and non-arbitrary manner; where a complaint shows the decision to have been unfounded, the decision is reversed without delay. The right to have recourse to an out-of-court dispute settlement body and the right to judicial redress are unaffected.

Article 19 — Processing and retention of personal data

19.1. The data processed in the course of applying these rules — report records, moderation records and sanction records — are explained in detail in the Privacy Policy.

19.2. Report and moderation records continue to be retained even where the account is deleted. The reason is that the basis of a sanction must remain demonstrable, that an appeal must remain reviewable, and that a right may need to be established, exercised or protected in any dispute (Art. 5/2-(e) KVKK; Art. 17(3)(e) GDPR). That retention is not indefinite: those records are kept for at most one year after the account is deleted and are then erased; the full retention table is set out in the Privacy Policy. Which data remain when an account is deleted is separately set out on the Account and Data Deletion page.

19.3. Part of the data is held on servers located in the European Union; the ground for that under Art. 9 KVKK is explained in the Privacy Policy. For data subjects in the European Union this means that the data remain within the EU while the controller is established in Türkiye.

Article 20 — Governing law and resolution of disputes

These rules are governed by Turkish law. Users having the status of consumer may apply, according to the monetary limits, to the Consumer Arbitration Committee or to the Consumer Court of their place of residence. For users not having the status of consumer, the provisions on jurisdiction and governing law are set out in the Terms of Use.

Consumers outside Türkiye. The rights arising from the mandatory consumer provisions of the country of the user's habitual residence are reserved. For a consumer habitually resident in the European Union, the choice of Turkish law does not deprive that consumer of the protection afforded by the mandatory provisions of the law of their country of habitual residence (Art. 6(2) of Regulation (EC) No 593/2008, "Rome I"), and the rules of jurisdiction in consumer matters laid down in Regulation (EU) No 1215/2012 are unaffected.

Article 21 — Amendment of these rules

21.1. Where these rules are updated, the version number and the date on this page change.

21.2. Material changes producing an adverse effect for users — a new category of prohibition, a lowering of a threshold, a new sanction — are announced inside the application before they enter into force and are not applied retroactively. Conduct occurring before entry into force remains governed by the earlier rules.

21.3. A user who does not accept a change may delete their account. The consequences for the balance on deletion of an account are set out in Article 17.3.
